Phyllis B. Oakes is associate professor of education at Morehead State University in Morehead, Kentucky. Oakes earned a bachelor's degree in Spanish and English from Indiana University, a master's degree in elementary education from Purdue University, and a doctor of philosophy degree in early childhood education from Indiana State University. As a public school teacher for fifteen years, she taught adolescents and elementary-aged children; she also developed a child care center and served as its director and head teacher. Oakes' interests in research and writing have focused on the implementation and outcomes of Kentucky's educational reform act (KERA), especially as it pertains to the primary program. Another interest is the use of Internet tools to create collaborative learning environments.
